I have a couple of Pick One slides across different scenes in Storyline 2. I observed that some of them, when revisited through the Previous button, show the user's answer (i.e. Choice A is selected). On the other hand, some show the feedback layer. How come the effect of using "Resume saved state" is different across slides which are basically the same type?

Can I take a look at your unpublished .story project file to get a better idea of what's happening? You can add it as an attachment right to a comment here.
Here's a sample .story file. In this instance, when I click Previous from the last slide, Question 3 shows the feedback and Questions 1 and 2 show the quiz slide with the user's answer marked (not the feedback). They are all 'Pick one' slides and all of them are set to "Automatically decide" when revisited so I'm not sure why the behaviors across these three slides are different from each other.
The "Correct" and "Incorrect" feedback layers on slide 1.3 were missing this trigger:
Hide layer this layer when the user clicks the Continue button.
I added those triggers to your file, so you should be all set! Now the feedback layer will be hidden when the learner clicks the previous button.
If you would rather that the learner see the feedback layers when they click the previous button, then you'll want to remove the "Hide layer" triggers from all of the feedback layers.
