It doesn't seem like you can use the zoom function on a slide layer. What you could do is put an expanded image on a another slide layer and create a trigger that shows that layer on a mouse over.
Seems to me you can only have one layer displaying at a time, so if what I want to zoom in on is already on a layer, this might not work. But that reminds me of something I did in a different context that might work here. If you make the object that you want to zoom in on a 'button', you can have the hover state the larger image. Might work....
Seems like zoom affects the entire screen/region and all layers that appear within the zoom. I tried zooming on a slide that had multiple layers simultaneously visible, and they all zoomed as one (including the Base layer, of course).

Yup that's the way it works. I think the issue is that Storyline does not consider layers to be slides. The original intent of layers was to make it easier to build stuff on top of a screen so a lot of the cool functions that apply to the base cannot be applied to the layer - zoom, notes, drag and drop etc. I don't think that Articulate had any idea about the weird and wonderful ways we would end up using layers.

You're probably right Nancy! If you'd like to see these elements applicable to layers, it would be something I'd suggest sharing in the form of a feature request as those go to our product development team for review.
