Longer answer: A layer is a part of a slide. You can have multiple layers on a slide, with whatever content you want to put there. You can also put links to other slides on a layer. But you can't "add slides" to a layer.
It is possible to make it seem like a layer is a different slide by using variables and conditions to control the Next and Prev buttons. But that's a lot of work to accomplish something that can be done just be creating more slides. Plus, the default Menu and the slide-counting functionality don't show/count layers.

In a roundabout way you can:
1. Select a slide's baselayer, right-click and select duplicate
2. Select the duplicated layer, right-click and select copy
3. Go to the "target" slide, right-click into the Slide Layers panel and select Paste
