GoAnimate allows you to create a customized character and lip-sync the audio. It really isn't synced, but the mouth will move when there is narration being spoken.
Strongly recommend CrazyTalk. Super easy and you can use stock or custom images/photos. Auto lips sync from a sound file, but also integrates directly with decent text-to-voice engine. And tons of library image sets available.

If you don't mind the learning curve Adobe Character Animator is an excellent choice.

I'll 2nd Adobe Character Animator, but if you don't want to use stock characters then it will take you some time to build the images you need.

I would like to suggest some more cartoon creators.
Animatron is one of them, a bit complicated but offers really good solutions.
Animaker is also really good, similar to Powtoon.
They are not free but offer affordable plans. There is a free one; https://plotagon.com/
It is easier to use, possible to create your own characters and add your own voice. There are a lot of backgrounds, items and ready characters.
