Drag and drop with options that start on drop targets

Hi there

We are working on a project where we have inherited some content we are rebuilding in Storyline 360. So there are a few things one wouldn't necessarily create in the same way if it started in Storyline. For most we have found solutions, though we could use some help with this one.

There are some slides with sentences that need to be re-ordered (as a knowledge check). The amount of text means the sentences fill the screen (not enough space to have sentences on one side and drop targets on the other. We want the drop targets to be under the starting position of each sentence. We have chosen the setting to allow only one item in a drop target. The trouble is, Storyline doesn't know the objects should be on/in the drop targets to start with, so they don't swap, rather they pile on one another. 

Is there any way to create this type of interactive question?
