Glossary terms and resources

What is the best way to signify glossary terms in an online course? Currently in our courses, I have a green color that signifies a glossary term. The terms are all loaded on the Glossary tab by the menu. I do something similar with the Resources I load in a course, but they are a different color and loaded on the Resources tab. What I'm wondering is, should the terms (either the glossary term or the name of the Resource) be the different color throughout the course in every instance they are used or just the first time they are used in the course?

if it is a linear course, I would just hilight the terms once. Also, I would not use green because a small percentage of the population are Red/green colour blind

Can you give me some justification as to why you would only highlight the terms once rather than throughout a course?
It is kind of like in writing where you spell out the first instance of an acronym in full and then just use the acronym in subsequent references.
In your case, users can't click on the highlighted text so I would try to keep it to a minimum.
