Layered Position of Drop Zone Object

Situation: I have a drag and drop feature that I am trying to create (dragging a resume into a folder). The folder image (drop zone) has a state change (open and closed folder image). The folder appears to open when the resume is dragged over it.
Problem: When dragging the resume, the part of the folder gets covered over by the resume image (the resume is much larger). I want the folder to remain as the top layer so that the state change is not obscured.
Question: How can I make a drop zone with a state change that remains at the top of the layers so that it is visible above the object being dropped?

Hi John,
I'm having a hard time visualizing this. Could you share your Storyline file so I can have a peek?
I think I have what you're looking for.
Setup.
I've provided storyline example if you need.
Hope it helps.
Thanks! I found a work around. Now on to the next problem
Glad to hear it. Onward and Upward!
