I just recently used a series of icons to illustrate topics. The icons are part of a larger image, then I used invisible buttons on top of them (you could also use hotspots) to hold 2 triggers each: 1 displays the category name when the mouse is hovered over the top and 2 links to another slide when it is clicked.
The participant can choose to click on any icon in any order, but is always returned to this slide until all of the icons have been clicked on. That's why I used buttons--to show a "visited" state upon return to the slide.
