I've set quiz question attempts to 2. However, when testing, after 1 incorrect attempt, there there's no way for the learner to go back and try again. There's no feedback for a Try Again. Am I missing something? Doing something wrong? Help!

Go back to the course main page, and preview the entire course. When you reach the quiz, ensure that it gives you 2 retries. Let me know how it goes!
I followed your steps, which is what I've been using - it's not working. When I answer a question incorrectly it goes immediately to the next text question with no indication of whether the selected response is correct or incorrect.

Ah, now I understand what you're saying! The retries setting does not refer to retrying individual questions, but rather retrying the entire quiz.
You can indicate the correct or incorrect answer to the learner by turning on the reveal answers setting on that same page.
