Overall this doesn't work very well. Wouldn't it be easier to link each 'scenario' to it's character directly and change it's appearance with states? Seems that this setup is more complex than necessary.
I like the selection using a random number.
If you've got lots of people taking the course at the same time - an onboarding cohort, for example - it helps them to think independently if there are a number of scenarios spread around the group.
Alternatively you can use this technique in courses that need to be repeated on a regular basis, such as compliance courses. Each time you restart it you are possibly going to get something different. Each scenario can be different but of comparable difficulty.
