The "Before: Making a Hurricane Survival Plan" is not a block type, but rather a process lesson. It's one of the 7 pre-built lesson types you'll see after you hit the "Add Content" button on a new lesson.

Rise was built entirely around mobile so what you're seeing is output that's been totally mobile optimized.
