My only concern is when you are dealing with legislation/compliance training you may be looking at pages and pages worth of information that must get transferred to learner. Will it always be feasible to take the approach you have taken if it now means creating a scenario for every piece of legistlation? Who do work around that and still it make it fun and engaging?
