I'm happy to chime in here, as Sarah, the author of this template, is no longer with Articulate.
I appreciate you sharing the details of your course design! I've seen similar workflows before, and I believe your requirement can be achieved using a Pick-one interaction. You'll want to have two buttons, one of which is set to the Selected state when all the conditions for a correct answer are True.
Please feel free to share your Storyline project file here so the community can help confirm whether this approach will work for your course or if there are other ways to achieve it.

I managed to find a really simple solution yesterday after posting this comment - I was just thinking in a way too complicated way, not realised there was a very easy way around it.
I ended up ungrouping the elements, locking the black filled in circles in the background, and added the letter itself into the circle. That way, the top outlined circle and letter was one whole element, (and the possible answer options), and still maintained the pushing effect through the 'selected' state. Now when the students click the individual letters, the correct letters will remove the corresponding white rectangles, and any incorrectly selected can be unselected when they're prompted to try again - which didn't seem to be working when I was first attempting.
