I appreciate you sharing the details of your course design! I've seen similar workflows before, and I believe your requirement can be achieved using a Pick-one interaction. You'll want to have two buttons, one of which is set to the Selected state when all the conditions for a correct answer are True.

I managed to find a really simple solution yesterday after posting this comment - I was just thinking in a way too complicated way, not realised there was a very easy way around it.
I ended up ungrouping the elements, locking the black filled in circles in the background, and added the letter itself into the circle. That way, the top outlined circle and letter was one whole element, (and the possible answer options), and still maintained the pushing effect through the 'selected' state. Now when the students click the individual letters, the correct letters will remove the corresponding white rectangles, and any incorrectly selected can be unselected when they're prompted to try again - which didn't seem to be working when I was first attempting.
