Articulate support wrote this to me:
The jeopardy-style game template you are using added custom triggers to display the layer when the states of the choices are selected.
These triggers over-ride the keyboard navigation that we have designed for the Multiple-choice (Pick-one) questions causing the layers to show when you tab or arrow down. I would recommend that you disable these triggers and enable the Submit button in the slide properties. See screenshots for your reference:
