Interesting question - my hunch is that your 508 measures don't fall foul of the Refundancy Principle as alt text and closed captions are only there if you need them. If your sight or hearing is not impaired and you are forced to receive the same information twice, that's when it can impact how the information is processed?
Your suggestion about auto-populating the notes section is a good one too. I've spent a lot of time recently copying and pasting between closed captions and notes to offer the option of both captioning and transcripts in the same course. Although it has shown me that writing for speech and writing to be read can produce quite different versions.
