I pulled an excerpt from a current project that includes a layer-based glossary in each module. In these modules, the glossary can be accessed through an icon (on every content screen) or by clicking the highlighted text. This also shows when a definition is available for a term.

I'd welcome any thoughts anyone has, as this is very much still in the prototyping and user testing phase.
