Here is my example of a scenario-based making change interaction. I made the animated scenarios with GoAnimate and embedded the videos into Storyline pages and used variables for the making change activities.

There just one thing I would do to make this foolproof: I would add a Disabled state to the money objects so that when the user drops a coin/note on the hand, the coin/note becomes disabled and they cannot move it off, instead they will be "forced" to use the Reset button. For one of the examples I tried moving money off the hand, and then putting the correct amount on the hand again, and when I clicked submit it told me I was wrong, as it would have added some coins twice.

I went ahead and disabled the coins/bills upon dropping them on the hand as you suggested and it seems to work much better that way. Just hit Reset if you make a mistake.
