I've created some international flag icons in Powerpoint: http://bit.ly/29llYaG
There's also a faked mouse hover effect added to the first icon just so you can see how it's done - you can add an action that links to another slide, and then the other slide has a mouseover action applied to the background to go back when you mouse off.
