Code block to replicate "Tooltip" functionality

Please forgive my ignorance, I'm just dipping my toe into the world of code so I have no earthly idea if this is possible.

For YEARS this capability has been requested in Rise (feature request here) but it must be lower on the priority list.

I just want a simple text block that will allow me to highlight a specific word or acronym where the user can roll over the term with their mouse and it provides a tooltip popup with the definition.  Bonus points if the code will allow for matching font and background color so it blends seamlessly with the rest of the Rise course blocks.

I understand the workaround exists with importing a Storyline block, but I'm hoping that it would be simpler with the code block.  

Is this possible?
