3rd party character sets?
Anyone have good resources for character sets (animated preferred) that work well in 360? Free resources are great, but my team also has a small budget to buy a license if needed (~$375 annually). ...

You'd need to animate them, but depending on the animations required, you could probably hire a freelancer on UpWorks or Fiverr who could do the simple animations quickly.
