Added code to Rise imsmanifest

Do you happen to know when the code below was added to the Rise manifest file?  Since it is commented out, it is causing an issue in SumTotal, preventing the button from hiding their navigation bar.  I looked at some older published files, and I do not see this code in the file.  SumTotal is telling us to remove the code to enable the button

to hide their navigation player.  I do not want our Designers to go into the code and try and remove this every time they publish a Rise activity.
