All the options under Insert tab are disabled
I'm little new to articulate software,
I'm using Story line
I have a MP4 file needs to edit few slides in the video
cannot see any option to import MP4 video file
cannot add any video from ...

The most common reason for those options to be grayed out is if you are in Story View, which gives you a high-level look at all of the slides in your course. Double-click your first slide to open it in Slide View, and start building!
