You can do a lot with Adobe Premiere. Their website makes it easy to find the fee-per-month versions of their software.
However, they do still offer the "Elements" versions of Premiere and Photoshop. For those, you pay one time for a perpetual license (similar to Storyline 3). You won't get all the fancy functions nor regular upgrades. But you will probably get more than enough of the functionality you need.
