Groups donot work properly in combination with hovers and states. That is a known bug. So ungroup all and redesign your story.

Can you tell me which specific shape is not working properly for you so I can take a closer look? I tested your project file on my end and saw that while some of the circles on the slide have different colors for their selected states, the bottom two circles just had a shade or outline to distinguish the selected state from its normal one.
This might give the impression that the shape itself is not switching properly to its 'Selected' state. Any additional information that you can provide would be helpful in helping us get a clearer understanding of the behavior you're experiencing.
When selected from shapes - circles come as group. Not sure why.

Adding a circle shape on a new project file doesn't automatically create a group for me.
Would you mind creating a Peek 360 recording of the behavior you're encountering so we can try and properly recreate the behavior on our end?
Looking at your project file, it appears that your circles may have been downloaded from the icons section of Content Library 360, but I was unable to find the exact one that you used which made use of a group to create the circle icon.
