Building a Quiz in Storyline and the Submit Trigger for Correct isn't working

You're doing a lot of unnecessary work.
You can use a standard Graded Fill-in-the-Blank question for this, as shown in the attached file.
- The Submit [question type] trigger automatically checks whether the user answered the question. If not, it shows an "Invalid answer" message. So you don't need the "hint."
- After the user enters an answer, the trigger automatically shows the built-in Correct or Incorrect layer based on what was indicated as the correct.
- When you increase the Attempts >1, Storyline automatically adds a Try Again layer. It shows that instead of the Incorrect layer until the attempts are used up.
