Can't drag hotspots with new version of Storyline

I just updated Storyline this morning and all of a sudden I can't drag hotspots. I attached a .gif to show what I am talking about. Thank you for your assistance.

    I am not able to replicate in a new file.  Can you confirm that you are working on your local C Drive?

    You may want to try importing the slide into a new project and see if the issue persists.  If so, I would recommend submitting a case -
