Thank you for sharing your experience, the workaround, and the .story file!
I was able to reproduce this behavior on my end, so I went ahead and logged it as a possible bug with our team.
In the meantime, a faster workaround is to change the button's color fill for the down state and change it back. This will allow you to select a different border without having to re-create the state. See below:
