Can you tell me if there is a way to change the size/proportion of the hover state border around the check checkbox? As you can see with the attached image it is not equal. Can it be rem...

Sounds like you may be using a built-in question type such as Multiple Response:
My example below is made via:
Insert > Input > Check Boxes (I chose the second one):
The good news is, you can easily adjust your built-in check boxes via:
Select Checkbox > Check Box Format > Check Styles
