Please come up with common hazards we can come across while working at heights, also come up with any control measures for these hazards.

For experts in hazards found at heights, and mitigating them, refer to your subject matter experts (SMEs), the people who want you to create the training. You don't want to give them training on working safely at height based on what I think, but on what they know.
