Compliance Tool

We need a tool to define and maintain a competency framework/checklist per role, where each competency includes measurable indicators. The tool must allow managers to review and formally sign off that each competency has been met, linking that sign-off with assessments (tests, observations, etc.). All competencies and evaluations must be tracked within our LMS, with automated workflows for reminders, reporting dashboards for HR and leadership, and secure role-based permissions. Any suggestions?
