Creating an animated count up number, javascript???

I have been racking my brain trying to figure this out and I don't know how to do this.
How can I create an animated number that counts up from 1 to 5000 in a relatively short amoun...
Just one last question Matthew,
Do I place this html file in the story_content/external_files/ directory and point the web object to that location?
