Uploading questions from a PDF file is not a supported feature in Storyline 360. The closest available functionality would be uploading questions from an Excel or text file. You can check out this article for more information:
If you could find a way to convert your PDF to Excel or text format, then you will be able to make use of this builtin functionality to create your question slides much faster.
