Hi Tom,
Thanks for the update. Here are a few troubleshooting steps that you can try to help address the behavior:
- Make sure that you are working locally when publishing your project file
- Do a repair of Storyline 360 to ensure that you are working out of a healthy installation
- Download a tool called Audacity to check if the volume levels of your audio files are the same

I would like to report the same issue. 5 videos in my course have higher audio levels than 15 audio files. Everything was balanced in Adobe Premiere at 6db before bringing media into Storyline. In my case, the audio files have a lower volume.
