Drag & Drop item on Master slide
Is there a way (or are there any work arounds) to have an item on a Master Slide be a "DRAG" object for a "DROP" target within a slide (or layer on that slide)?

You can design a drag-and-drop interaction on a Master Slide, but the interaction will be restricted to objects that are already present on the slide. I've attached a sample file so you can see what I mean.
This means that you will not be able to target an object on another layer with this interaction. I hope I understood your question correctly. I'll also let others chime in in case they have an alternative solution available for you.
