Thanks Will - we have had the same thought ourselves - We have tested this on many different browsers, Chrome, Edge, Safari, IE, as well as computer platforms, Macs, PCs - and on numerous LMS's (SABA, Latitude, Learn Upon, WorkDay, SCORM Cloud) We experience the same cacheing issue in the various browsers, but have not received complaints from our other LMS platforms.
The problem is that it happens with regularity on CSOD and for over a year now and caused our very LARGE client to question the compatibility of Storyline and CSOD.
I am convinced it is some functionality included in the course. Thus my question - are there any best practice on functions that might exist that should NOT be used - OR any KNOWN functionality issues.

Since you mentioned caching issues I thought of something - I have seen caching issues after you Modify a course instead of Version a course. But I imagine you are talking about a problem they are seeing even after only publishing the course for the first time in CSOD?
