Formatting Tables in Storyline
I'd like to report that formatting tables is still very buggy, to the point it's almost unusable as it needs to be done cell by cell. I am on the latest v3.126.38052.0
Issues are exactly as the OP reported.
Table created in Storyline.
To reproduce:
1) create a table
2) Fill it with content
3) Select several cells and try to format.

I’m sorry to hear you’re still running into trouble when formatting tables in Storyline. I appreciate you including the steps to reproduce the behavior and confirming the version you’re using. We did release an update yesterday, Build 3.127.38181.0.
Please let me know if the issue still persists after updating. If so, I'd like to take a closer look at what you’re experiencing. Would you be willing to share a sample .story file where this is happening? You can upload it here or share it privately through a support case.

Yes, I did send the steps to reproduce. Does this not happen when you tested on your side?
The update you mentioned doesn't mention anything about fixing tables formatting errors, but yes, I tested it with the new version and I can still reproduce the same behaviour.
This happens with any file on any table. Just create a new file, insert a table, write content and try to format it (selecting many cells at once - not one by one) with tools from the home ribbon (Bold, italics, underline, alignment, text colour, etc).
