Found a way to delete masters and layouts that are grayed out even though they are not used
I have seen several suggestions for how to delete masters and layouts that are unused but the option is grayed out, including reinstalling Storyline. I found that if I applied a new Theme to the master, then the option to delete the master becomes available and it can be deleted.

Launch the Articulate 360 desktop app on your computer to take advantage of this update, and click the Update button next to Storyline 360. You’ll find our step-by-step instructions here.

Hah that worked for me, thank you very much. I find it amazing that 6 years on this bug is still present in Storyline.
