Are you on an iPhone? According to this page: https://www.articulatesupport.com/article/Storyline-360-Full-Screen-Toggle the full screen toggle only works on desktop computers, Android tablets and phones, and iPads (but not iPhones).
If that's not the case, I'll leave it up to others to chime in!
