Header over Bulleted List
Hi Dina! Thanks for reaching out.
If you do not want the traditional way of creating a bulleted list, you can put a Text (Heading) block together with your Bulleted List as Karl suggested. You can also adjust the padding to control the spacing between your header (title) and your bulleted list.

What of you want to connect the two blocks, header and numbered list and have the same background.
I've tried and in edit mode works but in preview doesn't... the background image just don't cover the full bullet list.

Dinu, it looks like you are using Microlearning template, this seems to be a known bug as it has been reported previously.

Sorry to hear you've run into this setback!
I can confirm that we have this behavior logged as a bug in Rise 360. This bug causes the last Numbered List Block to not render when previewed. I've linked this discussion to the bug report so we can notify you as soon as a fix is in place.
In the meantime, as a workaround, we suggest:
- Duplicating the last Block
Or
- Inserting a spacer Block after the last numbered list
