HELP with blurry MP4 videos after being published

The most common cause of blurry videos in a published Storyline 360 course is a mismatch between the resolution of a video, and the slide size of the project. If the resolution of the video is too large for the available slide space, the quality of the video in the published output tends to get reduced. The best way to address this is to make sure that your video and Storyline 360 project make use of the same size and resolution. This article explains this in more detail:
