Highlight portions of text as it is read

Just for fun, I tried several different approaches in the attached demo. I agree with ClaireIversen​ , the simplest way is to use one or more layers because it's quicker and easier to create, manage, and modify if necessary.

I made three versions. It's easy to adjust the effects by aligning them with the waveform of the audio.

For the third proposal, I use an effect (among other great ones) that Seb_Daubert​ recently shared (here: ANIMTEXT)

The funny thing about your question is that you can do it in at least 20 different ways. I'd like to invite other creators to share their ideas with you.
