How do we get the report from our system without using XAPI or SCORM, jus taking the HTML5 output?

A LMS can achieve the functionality you are looking for. Unfortunately, reporting the data isn't possible without an LMS. Here is information on how to publish your Storyline 360 course for LMS Distribution.
