How to keep image quality after inserting into Storyline

Due to restrictions of the content owner I can't upload the complete story files. But I tried to isolate the problem. I just left one slide in each with the same image on it that has the same size (width is 2048px, height is smaller) and exactly the same position on both slides. With the original story files, this image had been converted into SWF only in the publish of one of the story files but not in the other.
After deleting all other slides except that one with the grapic on it, both Images are converted into SWF in the publish.
How can that be?
