Mark has helped me to fix the issue. He said:
'Your trigger is not working because you design it to change state when the timeline starts. Moving the slide "starts" the timeline of your base layer, so that's when your next button shows up.
To fix the problem, please change the trigger to change the next button to fire when your state changes. '
This is now resolved and thank you for your support on this.
