Hyperlink in bulleted list: hover state not working

Whenever possible, keep multiple hyperlinks—whether in a bulleted list or plain text—separate from regular text. Check Slide 2 in the attached example for reference. In this case, plain text and a bulleted list with hyperlinks are organized separately within the scrolling panel. All hyperlinks function as expected.
OK, so after repeated inconsistent results based on Christian's feedback, I finally deleted the entire bulleted list, re-entered all the text (by copying and pasting from Notepad) with trailing spaces for every bullet point (to make sure one item's hyperlink wouldn't somehow interfere with the next item's hyperlink), set the text to be a bulleted list and added hyperlinks one-by-one. Now only one of the hyperlinks exhibits hover behavior. Is this a bulleted list problem? A scrolling text box problem? A link formatting problem? Some combo or something else? Here's a file with only the one slide.
