Hi,
How do I create an activity which students upload an image in a picture frame box?
The Image will be taken from PC.

Although this currently isn't a feature in Storyline, I've documented the request for this capability with the right folks. If there's any forward movement, we'll share the news here!
This is also something we're currently looking into for a project at my company. Please add my vote to the list for this feature! :)
