Is it possible to stop the Scenes panel from scrolling without my input?

After I finish working on a slide that I selected in the Scenes panel, the slides in the panel will often scroll to a new position. For example, if the slide I was working on was near the top of the visible list, it might now suddenly be several slides down from the top. 
Sometimes, it takes a second or two before it decides to scroll, leading me to click the wrong slide, due to the unexpected change in slide position.

This is an ongoing source of frustration.
Is it possible to stop it from doing this? Can it be set to only scroll when I request it?
