Learners can edit the code and change the rule created for SCORM 1.2
My SCORM has fast forwarding turned off but learners can edit the code progress-bar cs-seekcontrol read-only is to be able to rewind the timeline

every browser has in an integrated programming debugger (-> F12)
so everyone - who has the appropriate knowledge - can easyly modify existing restrictions
that's normal and can - fortunately - not be prevented
