Mass Change State of Trigger

It would be great if I knew how to apply a Change State of trigger to multiple (in one case, 19) objects on a layer.

It won't in mine, as I'd end up with many layers - one for each "position" of the meter.
I've actually got my meters working - just with more long lists of state-change triggers than I'd like.
