Menu not showing in published storyline file

I have the menu turned on but when I publish the file it is missing both the hamburger menu and the resources button. The title and accessibility settings are showing. I've played with the ...
Recently had a similar issue where I was only seeing one slide in the menu when publishing to Review 360. I don't know why or when it happened, but I somehow selected to publish only one specific slide. I fixed it by changing it to Entire Project on the publish screen:
